You might want to give us some more information. For example, what version of windows do you have? What browser? what website were you visiting when you get this error? What did you click when you got this error?

If you just did a Google search on your error, you would have come up with a bunch of links.
Here's a detailed look at how to fix it

Windows Vista and dreamweaver8.. and It happens just about all the time for instance when i open a page (new or otherwise) when i add an image when i try to paste some text in.. so as you can see anything causes it.

You're apparently a developer of some kind, and you can't use the contents of the page I sent you to get to the bottom of your problem? Step away from the computer, and hand in your license to use it.
Seriously though...if the file is not in any of the folders shown on that page, how about this...SEARCH YOUR DRIVE(S) for the file named "PayPalShared.js", then follow the directions, if you can.

The problem is quite clear.  If you can't spell "because", you probably can't write syntactically correct code.  This seems to be a point that is not understood by AOL-raised programmers.  You don't have to comply, of course.  You can always have your hand fitted for a mop-handle.

Probably a bug in the paypal dreamweaver extension, you should probably contact whoever built the extension.
