you want to put something to cd from tape you say? it's not difficult, just has some basic requirements...
1) you need some stuff to capture the video to your hd such as a:
video capture card (the prefererable way -can handle video compression while not taxing resources)
~or~
a video import device hooked up your usb (slower) or firewire (faster) ports.
~or~
if you are using a mac, the advantage is some have built in audio/video ports, the downside is you're using a mac 
2) most of the video capture card or input devices come with video editing software like adobe premiere, final cut pro, mgi videowave etc...., but if not they are available in every price range from professional to hobby.
3) a program to place it on the cd such as easy CD creator, nero or any other program able to create a video cd, and the movie footage must be in *.mpg format.
then you can play the video cd on your computer, video cd player, or even dvd player.
